NAIROBI, Kenya – Detectives from the Directorate of Criminal Investigations (DCI) have arrested three men accused of masterminding a sophisticated land fraud scheme involving prime National Social Security Fund (NSSF) property worth an estimated Ksh350 million.
The suspects — Harish Ramji, Ashvin Ramji and Bharat Ramji — were apprehended after investigators allegedly linked them to the irregular acquisition of a 3.043-hectare parcel in Athi River, Machakos County.
According to the DCI, the probe began on September 2, 2025, when NSSF lodged a formal complaint, reporting that unknown individuals had “unlawfully obtained a title deed for the property and falsely claimed that NSSF had sold and transferred the land to them.”
What followed was a forensic review of documents spanning more than 15 years.

Detectives say they uncovered evidence showing that on May 27, 2010, the suspects — working with accomplices still being pursued — allegedly fabricated a transfer document and passed it off as authentic.
Investigators say the forged document bore signatures purporting to belong to members of the NSSF Board of Trustees, a move designed to give the fraudulent transfer an appearance of legitimacy.
The inquiry file was submitted to the Office of the Director of Public Prosecutions (ODPP), which independently examined the evidence and cleared a series of charges, including conspiracy to defraud, forgery, making a false document, and obtaining registration by false pretences.
In a statement, the DCI said: “Today, detectives, using forensic leads, trailed and arrested the suspects. They are currently in custody, undergoing processing, pending arraignment.”
The agency added that efforts to track down additional suspects linked to the scheme are ongoing.
