EACC Recovers Sh10.9 Million From Former Homa Bay Health Official

NAIROBI, Kenya — The Ethics and Anti-Corruption Commission (EACC) has secured court orders for the recovery of Sh10,991,712 irregularly earned by a former Homa Bay County health official.

In a judgment delivered on March 13, 2026, Justice B.M. Musyoki directed Odhiambo Ottoman Adel Walter, a former Deputy Director of Health (Preventive and Promotive) at the County Government of Homa Bay, to refund all salaries paid to him between June 2016 and August 2021.

Dual Employment Exposed

According to the EACC, investigations revealed that Odhiambo was employed on permanent and pensionable terms by Homa Bay County while simultaneously holding a similar position at the Kenya Medical Training College in Kisumu County.

The commission found that the dual employment arrangement resulted in unlawful acquisition of public funds and compromised effective service delivery in both institutions.

Court Ruling

In its ruling, the Anti-Corruption Court held that it was illegal and unethical for a public officer to draw salaries from two government institutions concurrently.

The court ordered Odhiambo to refund the full amount within 90 days, warning that failure to comply would allow the commission to enforce the recovery through legal means.

Wider Crackdown

The case stems from a suit filed by the EACC on June 12, 2024, seeking restitution of salaries earned during the period of conflict of interest.

The commission said the case is part of a broader crackdown targeting professionals who irregularly earn income from multiple public institutions or engage in conflicting employment arrangements.

EACC has vowed to intensify investigations and legal action against individuals found to be misusing public resources, as part of efforts to enhance accountability and integrity in public service.
