Mosiria Issues Tough Warning After Surprise Inspection at Nairobi Health Facility

NAIROBI, Kenya — Nairobi Chief Officer for Citizen Engagement and Customer Service Geoffrey Mosiria has issued a stern warning to county staff after a surprise inspection at a city health facility exposed what he described as widespread absenteeism among frontline workers.

The visit on Tuesday, November 25, marked Mosiria’s first assignment since being transferred from the Environment docket to the Citizen Engagement portfolio.

According to the outspoken county official, the impromptu tour revealed several service points unattended, with some nurses and medical personnel missing from their workstations.

“Today I visited some of our health centres, and I have checked every service delivery point because our goal is to ensure all services reach the citizens,” Mosiria said. “What I observed was that some staff were absent. I instructed the nursing service manager in charge of the facility to report to the Director of Medical Services.”

Mosiria added that disciplinary channels had already been activated, noting that absentee staff would face action in accordance with county human resource procedures.

His remarks signal an immediate shift toward stricter oversight in the service delivery sector, a core mandate of the Citizen Engagement and Customer Service Department, which acts as a bridge between residents and county offices.

The Chief Officer also used the moment to address critics who had questioned his redeployment, insisting that his approach to public service would remain unchanged. “I want to assure you that the government will deliver services to the people,” he said. “I will not only look at the customers but also at the people designated to deliver the services. Those who are always late or abscond from duty, your days are numbered.”

Mosiria has gained a reputation for his visible, on-the-ground style of oversight. While serving as Chief Officer for Environment, he conducted high-profile inspections targeting illegal dumping, noise pollution, and minor breaches of environmental law—often livestreaming the operations to keep the public informed.

Since 2022, this marks Mosiria’s third redeployment, having previously served as Chief Officer for Health Facilities before being moved to the Environment docket. His return to a citizen-facing department is seen as aligning with the county’s broader push to improve accountability and responsiveness across essential services.

As he resumes his new role, Mosiria has signalled that operational discipline and direct engagement will remain central to his leadership approach, setting the stage for tighter scrutiny of county staff charged with delivering public services.
