New Higher Education Funding Model to Be Ready by September, Says CS Ogamba

ELDORET, Kenya – Education Cabinet Secretary Julius Ogamba has assured students set to join universities and colleges in September that a revised higher education funding model will be in place by then.

Speaking in Eldoret, Uasin Gishu, on Thursday, Ogamba said the government-appointed task force reviewing the funding framework introduced in 2023 is finalizing its report.

He emphasized that the new model will address gaps that have hindered equitable access to university and college education.

“The Presidential task force has done a fantastic job in reviewing and considering all the concerns raised by Kenyans,” said Ogamba. “The outcome will be a model that is fit for purpose, free from the challenges experienced in the previous system.”

The revised funding approach follows a High Court ruling in Nairobi that annulled the 2023 model, citing concerns raised in a petition.

Ogamba assured stakeholders that the upcoming recommendations would resolve these issues while ensuring students receive financial support without disruptions.

In addition to the planned reforms, the CS announced that the government would release Ksh.14 billion in capitation funds next week to stabilize funding for public institutions.

Ogamba reassured parents that no student would be sent home due to delayed payments, as the ministry had engaged school heads to allow learning to continue uninterrupted.

“We acknowledge the shortfall, but we are working closely with the Treasury to ensure the funds are disbursed as soon as possible,” he stated. “Moving forward, we want to streamline capitation disbursement to prevent such delays and the challenges they cause.”

His remarks come amid growing concerns over financial constraints in higher education institutions, with some universities and colleges struggling to sustain operations due to delayed government funding.
