NAIROBI, Kenya – Interior Principal Secretary Dr. Raymond Omollo has been named the best performing Principal Secretary, achieving a score of 69.7 percent.
This is according to the latest survey by Politrack Africa, which evaluated the performance of Kenya’s Principal Secretaries across multiple metrics including impact, innovation, and integrity.
The survey, which assessed the top 20 performing PSs in 2025, looked at several key areas of public service.
These included the delivery of ministerial targets, efficient budget management, service delivery improvements, digital innovation, policy formulation, stakeholder engagement, and ethical leadership.
Dr. Omollo’s performance stood out for his strategic management of the State Department for Interior and National Administration, with the evaluation noting his success in aligning departmental programs with national development agendas, improving operational efficiency, and fostering transparency and accountability.
His leadership was also praised for promoting staff welfare, institutional capacity building, and robust anti-corruption measures.
The ranking system used by Politrack Africa combined quantitative data from official government reports, qualitative evidence presented to a distinguished panel, and confidential stakeholder feedback.
This methodology ensures that the rankings reflect both tangible results and perceptions of effective leadership.
Dr. Omollo shared the top spot with Elijah Mwangi of the State Department for Sports, who also scored 69.7 percent.
Following them were Dr. Esther Thaara Muhoria of the State Department for TVET at 67.2 percent, Charles Hinga of Housing and Urban Development at 65.5 percent, and Amb. Prof. Julius Bitok of Basic Education at 64.1 percent.
Other top performers included Dr. Jane Kere Imbunya (Public Service), Eng. Joseph Mungai Mbugua (Roads), and CPA Carren Ageng’o Achieng (Children Welfare Services).
Politrack Africa’s survey underscores the growing emphasis on data-driven governance, innovation, and ethical leadership within Kenya’s public service, providing a benchmark for accountability and excellence among the country’s top officials.
