The Real Finance Bill Has Arrived, MP Junet Mohamed Tells Kenyans

NAIROBI, Kenya – In an address to Parliament, Minority Leader Junet Mohamed has called for transparency and clarity regarding the Finance Bill for the 2025/2026 financial year, emphasizing that the “real” Finance Bill has now been formally presented to the House.

His remarks come in the wake of months of speculation, misinformation, and public debate surrounding the contents of the Bill, which has been a topic of public discussion since the Budget Estimates were first released.

Addressing the Speaker and fellow Members of Parliament (MPs), Mohamed clarified that the official Finance Bill, which contains the true provisions for the upcoming fiscal year, was now before the House.

“Over the past two months, we have seen what I can only describe as a ‘shadow finance bill’—a mix of assumptions, claims, and speculative figures circulating in the public domain,” said the Minority Leader.

He pointed out that misleading claims about tax increases and new levies had fueled confusion, urging MPs and the public to focus solely on the actual text of the Finance Bill.

Mohamed emphasized the importance of presenting the Bill accurately and transparently, warning against the spread of misinformation.

“There should be no room for misinformation, disinformation, or misrepresentation of the contents of the Finance Bill. The document must be debated based on its actual text, not imagined insertions or political fiction,” he stated.

Addressing his colleagues directly, he noted that some MPs had engaged in the creation of false narratives around the Bill, a situation he described as harmful to the public trust.

“If the Finance Bill contains no additional taxes, let us say so clearly. If there are new proposals, let us explain them transparently,” he urged.
