NAIROBI, Kenya — Treasury Cabinet Secretary John Mbadi has revoked the appointment of Seth Sindani Panyako as a member of the Local Authorities Provident Fund (LAPF) Board, formally ending his tenure with immediate effect.
The decision was published in a Gazette Notice dated January 23, 2026, citing powers conferred under Section 5(1)(d) of the Local Authorities Provident Fund Act, read together with Section 51(1) of the Interpretation and General Provisions Act.
“In exercise of the powers conferred by section 5(1)(d) of the Local Authorities Provident Fund Act, as read together with section 51(1) of the Interpretation and General Provisions Act, the Cabinet Secretary for the National Treasury and Economic Planning revokes the appointment of Seth Sindani Panyako as a Member of the Local Authorities Provident Fund Board, with effect from the 23rd January, 2026,” the notice states.
Panyako’s appointment had been anchored in Gazette Notice No. 3666 of 2023, which placed him on the board tasked with overseeing the management of retirement benefits for employees of county governments and former local authorities.
The LAPF Board plays a critical role in safeguarding pension contributions and ensuring prudent investment and administration of retirement funds for thousands of public servants across the devolved units.
Under the enabling law, the Treasury Cabinet Secretary holds authority over appointments and revocations to the board, as part of broader oversight of state corporations and pension schemes within the public finance framework.
