NAIROBI, Kenya – Justice Mohammed Noor Kullow has been cleared of all charges following a thorough investigation by a tribunal, which has now recommended his reinstatement to the Environment and Land Court.
In a report issued by the tribunal, the panel concluded that the thirteen allegations against Kullow—including accusations of incompetence, misconduct, and violations of judicial conduct—were not substantiated to the required legal standard.
“From the consideration of all evidence tendered and the applicable law, the Tribunal finds that the thirteen allegations have not been established to the required extent,” the tribunal stated in its findings.
The investigation, initiated in April 2024, was led by Justice Patrick Omwenga Kiage, who chaired the panel.
After reviewing the evidence and applicable regulations, the tribunal unanimously recommended that Justice Kullow be reinstated to his position.
The recommendation was formally communicated to President William Ruto.
“Your Excellency, having found as above, the Tribunal unanimously recommends that Justice Mohammed Noor Kullow, Judge of the Environment and Land Court, ought to be reinstated,” the letter to the president reads.
The decision marks the end of a protracted investigation into the judge’s conduct, which had raised concerns about his professionalism and adherence to judicial standards.
The tribunal’s conclusion comes as a significant affirmation of Kullow’s standing within the judiciary, allowing him to resume his duties at the Environment and Land Court.
