Court Bars Kenya Literature Bureau from Implementing New HR Policies Without Public Input

NAIROBI, Kenya – The Kenya Literature Bureau (KLB) has been stopped from rolling out new human resource policies until it conducts public participation and seeks input from its staff, as directed by the Employment and Labour Relations Court.

Justice Hellen Wasilwa, who issued the ruling, emphasized that KLB must comply with legal procedures, including obtaining the necessary approvals from the Public Service Commission (PSC).

The court also directed the Bureau to ensure competitive and transparent recruitment of a substantive Managing Director and other staff, in line with statutory requirements.

The ruling comes amid leadership changes at KLB, following the end of former Managing Director Victor Lomaria’s tenure on August 31, 2024.

In his place, Education Cabinet Secretary Julius Ogamba appointed Julius Aritho as Acting Managing Director for a six-month term starting September 1, 2024.

KLB Board Chairperson Dr. Rispah Wepukhulu, in an earlier statement, expressed gratitude to Mr. Lomaria for his contributions, noting his role in strengthening staff welfare and positioning the Bureau as a leading publishing and printing entity.

“I take this opportunity to thank the outgoing Managing Director for his selfless acts of service that have seen the Bureau grow its bottom-line,” Dr. Wepukhulu said.

She called on staff to maintain a spirit of teamwork during the transition and to support Mr. Aritho in his interim role.
