NAIROBI, Kenya – The process of appointing new members to the National Police Service Commission (NPSC) is officially underway, following the swearing-in of a selection panel tasked with overseeing the recruitment.
The commission, which plays a critical role in police appointments, promotions, and disciplinary actions, has been without leadership since the tenure of former commissioners, led by Eliud Kinuthia, ended after six years in office.
A new chairperson is also set to be appointed.
The selection panel, inaugurated on Monday at Commission House, Nairobi, has been urged to uphold integrity and fairness throughout the process.
Selection Panel Sworn-In The selection panel responsible for the recruitment of nominees for the positions of Chairperson and Members of the National Police Service Commission was officially sworn-in today at the Supreme Court of Kenya.
Public Service Commission Vice Chairperson Mary Kimonye, who presided over the inaugural meeting, emphasized the importance of transparency in the recruitment exercise.
“To enhance public confidence in this crucial process, adherence to the values and principles of public service as outlined in the Constitution is paramount,” Kimonye stated.
The seven-member panel includes representatives from key government and oversight bodies:
1. Arthur Osiya (Executive Office of the President)
2. Moses Serem (Judicial Service Commission)
3. Marion Mutugi (Kenya National Commission on Human Rights)
4. Cecilia Mutuku (Ethics and Anti-Corruption Commission)
5. Thomas Okoth (National Gender and Equality Commission)
6. Judith Walubengo (Public Service Commission)
7. John Karani
The recruitment process is expected to take up to two months before a public call for applications is announced.
The NPSC plays a crucial role in ensuring the professionalism and accountability of the National Police Service.
Beyond staffing decisions, the commission has also been focusing on the welfare of officers, including the establishment of a counseling unit to address mental health challenges within the force.
