Govt Targets Completion of County Aggregation and Industrial Parks by Year-End

NAIROBI, Kenya – Deputy President Kithure Kindiki has announced the government’s plan to complete the first phase of the County Aggregation and Industrial Parks (CAIPs) by the end of the year.

This statement came during his meeting with governors to assess the progress of the initial 19 CAIPs.

“This year, I believe, having looked at the information, of course, I have to go to the ground and verify on a case-by-case basis, but I am convinced, if we work hard this year, about between six and 10 of the CAIPs,” he said.

He noted that resolving issues related to infrastructure, production, and marketing would be crucial in achieving this goal.

“We can actually commission between six and 10 towards the end of this calendar year, 10 months from now if we work on a daily basis. That will be a huge score for both levels of government,” he added,

The Deputy President also highlighted the ongoing efforts for the second phase, which includes an additional 16 CAIPs.

He stressed the importance of comprehensive planning and stakeholder involvement, particularly investors, for the successful production and marketing of products in these parks.

Kindiki reaffirmed the national government’s commitment to partnering with county governments to establish these parks, aiming to bolster the country’s manufacturing sector through agro-industries and enhance agricultural competitiveness.

The first phase of the CAIPs project, covering counties such as Busia, Bungoma, Nakuru, and others, is projected to cost Sh4.7 billion.

Of this, Sh4.5 billion is allocated for the establishment of the parks, while Sh200 million is set aside for project coordination and support.

In alignment with the Kenya Kwanza Administration’s Bottom-Up Economic Transformation Agenda, the government envisions establishing at least one CAIP in each of Kenya’s 47 counties.

Kindiki also reviewed the progress of Special Economic Zones (SEZs) and Export Processing Zones (EPZs) under construction in regions including Dongo Kundu, Samburu, Naivasha, and Njoro.

He disclosed that the development of SEZs/EPZs in Kirinyaga, Murang’a, Eldoret, and Busia is halfway complete, with a target completion date of June 30, 2025.

“The government is expediting the provision of access roads, water, electricity, and ICT facilities and identifying lead investors to ensure the operationalisation of the four SEZs/EPZs immediately after construction ends,” Kindiki assured.
