She identified the officers as Sgts Sigei and Wesley Korir. Others are PCs Dennis Kenyoni, Milton Mwanze and Boniface Rapudo.

“From the start, the Directorate of Criminal Investigations (DCI) received a complaint from the Deputy Inspector General of Police (DIG) Eliud Lagat through a letter dated June 4, 2025 where he alleged that he suffered continued false and malicious publications on an X account (formerly Twitter) with the username pixcelpioneer and requested investigations to establish the person and motive behind it,” Wanjiku explained.

How Albert Otieno Ojwang’ was tracked down

On the same day, on June 4, 2025, Wanjiku stated that the complainant was referred to the Serious Crimes Unit based at the DCI headquarters for investigations.

Through forensic analysis, they were able to identify the link used by the blogger and the person linked to the account as one Kelvin Moinde.

“On June 5, 2025, Kelvin Moinde was arrested by the DCI officers from the Serious Crimes Unit at Gichuki area, Bomachoge Borabu, and later escorted to Nairobi. He was placed in custody at the Kamukunji Police Station,” the IPOA vice chair added.

On interrogating the suspect, Wanjiku indicated that the officers established that one Albert Otieno Ojwang’, hereby referred to as the deceased and a resident of Lida Centre, within Homa Bay County, was a person of interest and therefore planned to arrest him.

“On June 7, 2025, at around 8 am, a team comprising the above-mentioned officers went to Lida Centre in Homa Bay County and arrested the deceased at around 2:30 pm and took him to Mawego Police Station and later in custody vide OB107/6-2025.

At around 3:54 pm, Wanjiku told the senators that the deceased was booked out via OB No.11/7/6-2025 and escorted to Nairobi, where he was booked at the Central Police Station vide OB136/7/6-2025 at 9:31 pm.

On June 8, 2025, according to the police signal, the deceased was rushed to Mbagathi Hospital by police officers from Central Police Station, where he was declared dead and later taken to City Funeral Home.

“The Authority learnt about Ojwang’s death in police custody on June 8, 2025, from the media and through the police signal sent by the Inspector General of Police and immediately commenced investigations,” she stated.
