NAIROBI, Kenya– National Treasury Principal Secretary Chris Kiptoo has confirmed that the government has disbursed a total of Sh22 billion, covering the final payments for Free Day Secondary Education, Junior Secondary School capitation, and Free Primary Education.
Kiptoo assured that the government is fully up to date with the disbursement of funds allocated for free education in the 2024/2025 fiscal year.
“We had a budget of Sh 54.6 billion for Free Day Secondary School education this financial year,” he said.
“The funds were to be disbursed across three terms. I want to confirm that we have paid for all three terms. On May 19, we released the final tranche of KSh 11.6 billion.”
For Junior Secondary School, Kiptoo noted that the total budget stood at Sh 30.4 billion, with the final payment of Sh 8.9 billion also made on May 19.
In regard to Free Primary Education, the Treasury had allocated Sh 8.4 billion, all of which has been disbursed.
The last installment, Sh 1.4 billion, was also paid on May 19.
Kiptoo emphasized that the Treasury had fully executed its mandate, transferring the full amounts to the Ministry of Education.
The assurance comes amid concerns from some school administrators and stakeholders who have been questioning delays in receiving government capitation.
Earlier, school heads and teachers raised concerns over the delayed disbursement of more than Sh 21 billion, which left many institutions struggling with mounting debts and tough choices regarding resource allocation.
Their outcry followed a statement by the Kenya Secondary School Heads Association (KESSHA), which expressed deep disappointment over the continued delays in releasing second-term capitation funds.
