NAIROBI, Kenya — The Milimani Anti-Corruption Court has directed Kisumu County City Manager Michael Abala Wanga to appear before the Ethics and Anti-Corruption Commission (EACC) on Wednesday, paving the way for his prosecution over a raft of forgery and fraudulent acquisition of public funds charges.
Chief Magistrate Harrison Barasa on Tuesday ordered Wanga to present himself to EACC on November 26, 2025, where he is expected to undergo processing and record a cautionary statement.
He is scheduled to return to court on December 2, 2025, for plea-taking after the Director of Public Prosecutions (DPP) approved multiple charges against him.
According to the Office of the DPP, Wanga faces several counts, including forgery, alteration of official documents, and the fraudulent acquisition of public funds.
Prosecutors allege that he manipulated various documents, including a letter dated June 10, 2024, purportedly inviting him to the CLEAN Air Forum in Lagos, Nigeria.
The court heard that the altered letter, allegedly presented as originating from the University of Lagos, was used to secure excess facilitation payments from the Kisumu County Government.
On June 19, 2024, Wanga is accused of submitting the forged invitation to support an irregular payment of Sh283,402.50.
Beyond the Lagos trip facilitation, the charge sheet details broader financial irregularities. The DPP states that Wanga fraudulently acquired Sh8,701,091 in public funds, prompting the anti-graft agency to widen the scope of the financial probe.
In a separate charge, Wanga is also accused of forging a Kenya Certificate of Secondary Education (KCSE) certificate allegedly issued by the Kenya National Examinations Council (KNEC), which prosecutors say he presented as genuine.
The case now moves into a critical phase as EACC prepares to process the City Manager ahead of his formal arraignment. The Kisumu County Government has yet to issue an official response to the developments.
