NPS Praise Officers’ Restraint After Dutch National’s Viral Outburst in Diani

NAIROBI, Kenya – The National Police Service (NPS) has commended its officers in Diani, Kwale County, for maintaining restraint and professionalism during a confrontation with a Dutch national whose abusive behaviour towards them has drawn public outrage.

In a statement on Wednesday, police spokesperson Muchiri Nyaga said the incident, which occurred on October 28, involved a suspect identified as Elwin Ter Horst.

A viral video of the encounter shows Horst hurling insults at police officers, blowing his nose in their direction and wiping mucus on one officer’s trousers — acts the NPS described as “crass, despicable, and utterly unacceptable behaviour.”

“The National Police Service strongly condemns this act in the strongest possible terms, emphasising that such conduct cannot and will not be tolerated under any circumstances,” Nyaga said.

He added that Horst will be arraigned in court to face charges related to the incident.

The NPS said the confrontation tested the professionalism of its officers but also showcased the maturity instilled through ongoing police reforms.

“The Service commends the officers involved for their restraint, professionalism, and composure in the face of extreme provocation,” the statement read. “Their conduct reflects the high level of discipline and maturity expected of law enforcement officers and serves as a model for others to emulate.”

The police linked the calm handling of the situation to reforms that emphasise discipline, accountability, human rights, and community-oriented policing.

“The restraint demonstrated by the officers highlights the remarkable progress achieved through ongoing police reforms,” Nyaga noted.

While assuring the public of its commitment to uphold the law, NPS warned that it would take firm but lawful action against anyone who attacks or obstructs officers on duty.

“The Service will not hesitate to take firm and lawful action against any individual who undermines police authority or interferes with officers discharging their duties,” the statement said.

The NPS also urged members of the public to cooperate with police and to raise any grievances through official channels rather than resorting to abusive conduct.

“Mutual respect between the police and the public is fundamental to maintaining a peaceful and orderly society,” it added.
