NAIROBI, Kenya – The Office of the Director of Public Prosecutions (ODPP) has developed a pioneering Counter-Terrorism and Counter Financing of Terrorism (CT/CTF) Curriculum, a first of its kind in Africa, in a move aimed at bolstering Kenya’s fight against terrorism.
Speaking during an internal validation workshop in Nairobi, remarks delivered on behalf of DPP Renson Ingonga by Acting Deputy Director of Public Prosecutions, County Affairs and Regulatory Prosecution, Vincent Monda, described the curriculum as a major milestone in strengthening Kenya’s ability to prosecute terrorism-related cases.
“This is the first curriculum of its kind on the African continent, covering virtually every aspect of prosecuting terrorism and terrorism financing,” the DPP noted.

The validation workshop brought together ODPP regional heads, county representatives, and division leaders to review the draft and provide feedback to improve its implementation.
The DPP further expressed appreciation to the British High Commission (BHC) and the United States Department of Justice (US DOJ) for their support, saying their partnership was instrumental in the development of the framework.
He stressed that the curriculum comes at a critical time, as Kenya and the wider region face a growing threat of terrorism and related financing networks.
“The validation exercise is a vital step towards establishing a comprehensive and practical framework to guide the prosecution of terrorism-related offences,” he said.
The initiative is expected to not only sharpen prosecutorial capacity but also position Kenya as a continental leader in the legal fight against terrorism.
