NAIROBI, Kenya – President William Ruto has announced that the government will review police officers’ salaries and terms of service as part of ongoing reforms aimed at improving their welfare and boosting morale.
Speaking during a development tour of the Mt Kenya region on Friday, the President said the initiative is designed to enable officers to better serve the public and protect lives and property.
“Our goal is to boost their morale, enabling them to serve the people diligently,” Ruto said, adding that the government had already implemented Phase One of a salary increase.
The President also revealed that 27,000 housing units for police officers are under construction through the Affordable Housing Programme, including more than 60 units recently completed at Chuka Police Station in Tharaka Nithi County.
The salary adjustments follow recommendations from the David Maraga-led task force, which proposed a 40% pay increase for police, to be implemented in three phases over four years (2024–2028).
Interior Principal Secretary Raymond Omollo said the first phase — a 20% raise for constables, tapering off for higher ranks — took effect on July 1, 2024.
The reform process is anchored on four pillars leadership and oversight, institutional capacity and human resources, operational preparedness, and legal and policy frameworks
Omollo added that Technical Committees tasked with drafting supporting laws and policies for the three police services have already been officially gazetted.
