President Ruto Yet Again Makes Key Changes to His Administration

NAIROBI, Kenya – President William Ruto has once again made significant adjustments to his administration, reshuffling key government positions in what appears to be a strategic move to strengthen his governance agenda.

Through Executive Order No. 1 of 2025, Ruto announced new appointments, reassignments, and diplomatic postings, marking a continued effort to align his administration with the Bottom-Up Economic Transformation Agenda (BETA).

Among the notable changes, Amos Gathecha has been promoted from Principal Secretary for Public Service to Deputy Head of the Public Service.

Additionally, Prof. Edward Kisiang’ani has been appointed as a Senior Advisor and Member of the President’s Council of Economic Advisors.

The President also nominated 14 individuals to serve as Principal Secretaries across various ministries, pending parliamentary approval. Some of the key nominees include:

  • Dr. Jane Kare Imbunya – State Department for Public Service & Human Capital Development
  • Ms. Regina Akoth Ombam – State Department for Trade
  • Dr. Oluga Fredrick Ouma – State Department for Medical Services
  • Dr. Caroline Wanjiru Karugu – State Department for East African Community Affairs
  • Mr. Ahmed Abdisalan Ibrahim – State Department for National Government Coordination

These appointments are expected to strengthen service delivery in key government departments and drive policy reforms in economic planning, healthcare, and regional integration.

Several Principal Secretaries were also moved to new dockets, among them:

  • Prof. Julius Bitok – Reassigned to State Department for Basic Education
  • Ms. Teresiah Mbaika – Moved to State Department for Aviation & Aerospace Development
  • Dr. Belio Kipsang – Now in charge of State Department for Immigration & Citizen Services
  • Mr. Harry Kimtai – Transferred to State Department for Mining

These shifts come amid calls for improved efficiency in public service delivery, especially in education, immigration, and infrastructure development.

President Ruto also nominated several individuals for foreign service appointments, subject to National Assembly approval. These include:

  • Susan Nakhumicha Wafula – Permanent Representative, UN Habitat (Nairobi)
  • James Buyekane Muhati – Consul-General, Guangzhou, China
  • Abdi Dubat Fidhow – Consul-General, Arusha, Tanzania
  • Eng. Peter Tum – Ambassador, Kinshasa, DRC
  • Alfred Ombudo K’Ombundo – Deputy Head of Mission, Brussels, Belgium

These appointments are aimed at boosting Kenya’s diplomatic presence in key global markets and regional economic hubs.

The latest shake-up comes just months after President Ruto’s last major government restructuring, raising questions about whether these changes are part of a long-term strategy or a response to political pressures.
