Ruto Makes Sweeping Appointments Across Key State Agencies

NAIROBI, Kenya – President William Ruto has announced a new round of high-level appointments to strategic state boards and councils, signaling renewed focus on governance, financial stability, and public service delivery.

In a series of gazette notices dated August 29, 2025, the Head of State and his Cabinet named fresh leadership to institutions spanning health, finance, security, education, trade, and sports.

Among the headline appointments, Ruto tapped Pius Ang’asa as a member of the Central Bank of Kenya (CBK) Board of Directors for a four-year term.

The move is expected to strengthen oversight at the regulator, which plays a critical role in monetary policy and financial stability.

In the health sector, the President appointed James Kibugu Wambu as non-executive chairperson of the Kenyatta University Teaching, Referral and Research Hospital (KUTRRH) for three years, replacing former Murang’a Senator Kembi Gitura, who recently resigned.

At the Clinical Officers Council of Kenya, Dr. Joseph Choge was named chairperson, a position key to regulating a vital cadre of frontline health professionals.

Ruto also expanded the Panel of Experts on Compensation of Victims of Demonstrations and Public Protests, adding John Maina, Churchill Suba, and Daki Guyo, with Guyo appointed joint secretary.

The panel was formed to ensure justice for those affected by political unrest and police crackdowns.

Meanwhile, the President extended the declaration of parts of Tana River County as “security disturbed and dangerous areas,” citing persistent insecurity.

The order was issued through Interior Cabinet Secretary Kipchumba Murkomen.

Other Cabinet Secretaries also effected fresh changes within their dockets.

  • Education CS Julius Migos Ogamba named Emma Velma Achieng Maumo and Shimoy Khalif Jilaow as trustees of the President’s Award Board, which promotes youth leadership and skills development.
  • Youth Affairs and Sports CS Salim Mvurya appointed Billy Komintai Konchellah to the Anti-Doping Agency of Kenya board, reinforcing Kenya’s commitment to clean sport.
  • Agriculture CS Mutahi Kagwe named Winnie Beauttah to the National Cereals and Produce Board, replacing Nancy Kibugi.
  • Blue Economy CS Hassan Joho appointed Dr. Fridah Simba, Joab Tumbo, Steve Biko Luseno, and Ahmed Abdirahman Elyass to the Bandari Maritime Academy, alongside Josiah Ochieng Obole and Omad Idd Boga to the Kenya Fisheries Service Board.
  • Public Service CS Geoffrey Kiringa Ruku named Dalmas Philip Odero as chair of the Institute of Human Resource Management (IHRM) Council, with John Mutisya Mwanzia and Beatrice Cherotich Bii joining as members.
  • Trade CS Lee Kinyanjui appointed Edward Wanjala, Kirui David Kibett, and Margaret Gaiteria to the Kenya Trade Remedies Agency Board.
  • Cooperatives CS Wycliffe Oparanya named Millie Musumba to the Uwezo Fund Oversight Board, which supports women, youth, and marginalized groups with credit access.
