UNDP to Back Police Training, Youth Engagement in New Reform Pact

NAIROBI, Kenya – The National Police Service has entered a new phase of institutional reform following the signing of a Letter of Agreement with the United Nations Development Programme (UNDP), aimed at professionalising policing in Kenya and deepening public trust in law enforcement.

Inspector General of Police Douglas Kanja presided over the signing ceremony at the NPS headquarters in Nairobi, describing the agreement as a “strategic tool for institutional reform” that would reinforce ongoing efforts to modernise the service.

“This partnership is about transparency, accountability, and measurable outcomes. It signals our commitment to transform how we serve Kenyans,” said Kanja, who was flanked by senior police leadership including DIGs Eliud Lagat and Gilbert Masengeli, and DCI boss Mohamed Amin.

The agreement outlines a range of joint initiatives, including leadership training for Officers Commanding Stations (OCSs) and Sub-County Youth Liaison Officers, executive dialogues on police reform, and enhanced engagement with parliamentary oversight bodies.

UNDP Resident Representative Madelena Monoja said the collaboration would equip police officers with critical skills and help rebuild fractured relations with the public.

“This is a people-centred partnership. It’s about strengthening the relationship between the police and citizens,” she said.

Also present were key figures from the justice and governance sector, among them IPOA Chairperson Issack Hassan, IMLU Executive Director Wangechi Kahuria, Judiciary Registrar Esther Nyaiyaki, and ODPP’s Linda Mwamburi.

UNDP, the UN’s lead agency for development, supports police reforms as part of its wider mandate to promote rule of law, human rights, and good governance.
