Cabinet Approves Dual Training Policy to Bolster Vocational Education

KAKAMEGA, Kenya – In a move to address the skills gap in Kenya’s labor market, the Cabinet has approved the implementation of the Dual Training Policy for Technical and Vocational Education and Training (TVET) institutions.

The new approach, designed to integrate academic instruction with practical industry experience, aims to enhance the employability of graduates.

Under this policy, students will spend between 50 and 70 percent of their training in industry settings, with the remainder conducted within educational institutions.

This balance seeks to equip students with both theoretical knowledge and practical skills, making them job-ready upon completion of their studies.

Countries like Finland and Germany, renowned for their successful vocational education systems, have long demonstrated the effectiveness of the dual training model.

In these systems, trainees alternate between vocational schools and industry placements, ensuring a robust bridge between education and employment.

Additional Approvals: Cloud Policy and Economic Initiatives

The Cabinet also gave the green light to the Kenya Cloud Policy, a strategic move towards enhancing digital service delivery across government institutions.

The policy aims to reduce operational costs, bolster cybersecurity, and support data sovereignty by shifting to cloud-based solutions.

This initiative also seeks to attract private sector investment and establish Kenya as a regional digital hub.

Moreover, the Cabinet approved several other projects and policies, including:

1. The Thika and Githunguri Water Supply and Sanitation Improvement Project.

2. Ratification of the Inter-African Coffee Organisation’s New Treaty.

3. In-Service Training Programmes in the Public Service.

4. Incorporation of the Kenya Credit Guarantee Company to improve credit access for micro, small, and medium enterprises (MSMEs).

5. The Plant Protection Bill 2023 to strengthen agricultural productivity.

6. The IGAD Protocol on Transhumance to manage cross-border livestock movements.

7. A restructuring strategy for Rift Valley Textiles (Rivatex) involving non-equity strategic partners to revitalize the company.
