NAIROBI, Kenya— Stanley Kamanguya has resumed his role as Chief Executive Officer of the ICT Authority, following a decision by the Employment and Labour Relations Court that has put an end at least for now;to a tense standoff between him and the institution’s board.
Kamanguya walked back into his office on Fridat,after Justice Mathews Nduma issued a conservatory order on July 25 confirming that his contract remains valid.
The conservatory orders stops the board from replacing him or interfering with his position until the legal dispute is fully resolved.
“My current contract ends on the 7th of August and indeed on the 10th of March this year, the Cabinet Secretary having been satisfied by the process issued me with a contract renewal letter effective 8th of August 2025, for a further three years,” Kamanguya stated in a media address.
In the same ruling, the judge instructed Zilpher Owiti, who had stepped in as Acting CEO during Kamanguya’s absence, to step aside until the matter is concluded.
The Authority was also barred from advertising or initiating recruitment for the CEO role.
The latest development marks a turning point in what has been a turbulent month for the ICT Authority.
On July 1, the board moved to cancel Kamanguya’s renewed contract, alleging procedural flaws in how he sought his reappointment.
Their actions, however, came in direct contradiction to a court order issued a day earlier that prohibited any deliberation or action regarding his position.
The board claimed Kamanguya had authored his own board paper and overstepped his mandate, thus breaching governance standards under the Mwongozo Code.
They then nullified the March 6 board meeting that had endorsed his reappointment and attempted to declare the CEO post vacant.
Yet, Kamanguya maintains that everything was above board, affirming that ICT Cabinet Secretary William Kabogo renewed his contract in March, giving him a fresh three-year term effective August 8, 2025.
