NAIROBI, Kenya- Nine suspects have been arrested in a major multi-agency operation targeting an elaborate scheme involving the unlawful issuance of Kenyan National Identity Cards and other government documents, the Directorate of Criminal Investigations (DCI) has confirmed.
The accused include five officers from the National Registration Bureau (NRB), Titus Muasya Nthenge, Judy Kemto, Festus Bahat Chai, Moses Mogaya, and Ruth Osebe, alongside two brokers, Yahya Daudi and Abdikadir Mohamed Dahir, and two foreign nationals: a Burundian, Mauris Havyarimana, and a Rwandese, Victor Kamanda.
Investigators say the suspects facilitated the illegal acquisition of identity cards and other official documents for unqualified applicants.

During a raid in Zimmerman, detectives recovered 19 stamps from various government agencies, three driving licences with different numbers all linked to Kamanda, Ugandan IDs, a Democratic Republic of Congo voter’s card, and other items believed to have been used in the fraud.
The suspects were arraigned before Kahawa Law Courts by detectives from the Transnational Organised Crime Unit (TOCU).
They pleaded not guilty and were each granted a bond of Ksh 500,000 or a cash alternative of Ksh 50,000 with one contact person.
Judy Kemunto, previously released on bail, did not appear in court, citing her child’s illness.
She has been ordered to plead to the charges on January 21, 2026. Meanwhile, the prosecution opposed the bond applications of the two foreign nationals, whose hearing is set for January 8, 2026.
DCI Mohamed Amin said investigations are ongoing to apprehend additional suspects involved in the fraudulent scheme.
He emphasized that the operation demonstrates the DCI’s commitment to dismantling networks engaged in identity fraud and safeguarding the integrity of Kenya’s national identification system.
