NAIROBI, Kenya – Prime Cabinet Secretary Musalia Mudavadi has emphasized the need for a structured and seamless transition of government projects and programs to ensure continuity in governance.
Speaking during the handover of the Public Service docket from outgoing Cabinet Secretary Justin Muturi, Mudavadi highlighted the importance of the proposed Assumption of Office of President and Transition of Executive Authority Bill, currently before Parliament.
The legislation seeks to formalize the transfer of power in the executive branch, eliminating gaps that could disrupt government operations.
“We need to maintain a structured process of handing over power, including proper documentation of government programs,” Mudavadi said. “This bill will ensure a smooth transition, preventing any governance voids.”
Mudavadi confirmed that Muturi had officially handed over responsibilities to his office in the interim, pending the verification and approval of a new appointee by Parliament.
The Prime Cabinet Secretary assured that his office would oversee public service functions during the transition, maintaining efficiency and accountability.
He also acknowledged Muturi’s contributions, noting that his leadership had advanced key public service initiatives.
Muturi, who served for seven months as Public Service Cabinet Secretary, reflected on his tenure, citing efforts to align the public service with the BETA agenda—a government initiative aimed at creating an agile and efficient workforce.
Among the key goals was reducing the public wage bill to 35% of GDP.
“I commend the team at the Ministry of Public Service for their dedication. We worked towards streamlining the government workforce, and my successor will inherit work already in progress,” Muturi said.
