Parliament Approves Sh49.5 Billion Allocation in 2025/26 Budget Framework

NAIROBI, Kenya The National Assembly has approved a Sh49.488 billion allocation for Parliament in the 2025/26 financial year as part of the broader Budget Policy Statement (BPS) passed on Wednesday.

The BPS, a key legal document that sets expenditure ceilings for various government arms and agencies, now caps total government spending at Sh2.523 trillion—Sh106.77 billion lower than initially proposed.

This framework will guide the National Treasury in preparing the final budget estimates, which are expected to be tabled in Parliament by April.

The Executive has been allocated Sh2.447 trillion, including Sh8.652 billion earmarked for the Office of the Auditor General.

Meanwhile, the Judiciary will receive Sh26.749 billion, an increase of Sh1 billion from previous projections.

County governments will receive Sh405.069 billion in equitable share allocations, with an additional Sh69.8 billion approved under the County Government Additional Allocations Bill.

The Equalization Fund, aimed at addressing regional disparities, has been set at Sh7.852 billion.

Beyond financial allocations, MPs adopted several governance and efficiency measures, requiring government agencies to submit detailed reports and action plans.

Among the key directives:

  • The National Treasury must submit a comprehensive report on the digitized pension system’s implementation and clear pension arrears by June 30, 2025.
  • The IEBC is required to present a detailed report on its pending bills by April 30, 2025.
  • The Social Health Authority has been tasked with launching a nationwide campaign to improve public awareness of the Social Health Insurance Fund by April 30, 2025.
  • The Treasury has also been directed to prioritize budgetary increases for Universal Health Coverage (UHC) programs and develop a plan to clear outstanding NHIF debts.
