NAIROBI, Kenya – President William Ruto has appointed three new commissioners to the National Police Service Commission (NPSC), reinforcing his administration’s pledge to enhance police oversight, accountability, and reform.
In a Gazette Notice dated June 27, 2025, the President named Peris Muthoni Kimani, Benjamin Juma Imai, and Collete Suda as the new members of the commission.
Their appointments follow the expiry of terms of outgoing commissioners and come at a time when police conduct is under intense national scrutiny.
The three will serve a non-renewable six-year term.
The NPSC is mandated to oversee key human resource functions in the police service — including recruitment, promotions, transfers, discipline, and the formulation of policies touching on officer welfare and professionalism.
“The Commission will ensure that the reforms are fully enforced. The Maraga recommendations will be integrated to promote the well-being of police officers,” Juma told MPs during vetting.
Their approval by Parliament was based in part on a commitment to fast-track the implementation of recommendations from the Maraga Taskforce, which called for deep structural reforms in the police service.
The trio also pledged to prioritize the restoration of public trust, which has eroded due to recurring reports of police brutality and corruption.
“We will engage oversight bodies such as IPOA in forums to openly discuss the challenges officers are facing and seek collaborative, lasting solutions,” Juma added during his vetting.
The appointments come as the government faces mounting pressure to address concerns over police use of force, especially during public demonstrations, and to deliver on promises to modernise and professionalise the service in line with the Constitution and international human rights standards.
The new commissioners are expected to play a central role in shaping the next phase of police reforms, as public confidence in the service remains fragile.
