NEMA Orders Sand Transporters to Obtain Permits Under New Regulations

NAIROBI, Kenya – The National Environment Management Authority (NEMA) has directed all sand transporters to acquire permits under newly introduced environmental regulations aimed at curbing illegal sand harvesting and promoting sustainable resource use.

In a notice issued on February 18, 2025, NEMA instructed individuals and businesses involved in sand harvesting to apply for licenses through its official online portal.

The move is in line with the Environmental Management and Coordination (Sand Harvesting) Regulations, 2024.

NEMA Director-General Mamo Boru Mamo emphasized that the regulations are designed to balance economic activities with environmental conservation.

“The main objective of the regulations is to ensure the sustainable utilization of sand as a resource while protecting the environment,” the notice read in part.

The directive comes amid growing concerns over unregulated sand harvesting, which has led to environmental degradation, including soil erosion, destruction of river ecosystems, and depletion of natural resources.

Stakeholders seeking more information have been advised to contact NEMA via its official email or visit the nearest county director of environment’s office.
