NAIROBI, Kenya – Nominated senator Raphael Chimera has applauded the recent court ruling allowing bursaries from county governments to continue being administered, calling it a crucial move that will save millions of children’s educational futures.
The senator emphasized that the continuation of these bursaries is a lifeline for many students who rely on such funding to pursue their education and realize their dreams.
In a statement, the senator rejected claims that bursaries beyond vocational institutions are strictly the responsibility of the national government, pointing out the essential role that county governments play in ensuring education accessibility for all children.
With arguments suggesting that bursaries should solely be allocated by national bodies like the presidency and the National Government Constituency Development Fund (NGCDF), Chimera called for a more comprehensive approach to educational support that includes county-level contributions.
Chimera stressed that while national government funding is vital, county-administered bursaries fill an important gap in the education system, especially in areas where demand far exceeds the resources available.
He highlighted a personal experience with children in Kilifi, whom he helps send to school through private support due to the overwhelming demand for bursaries through national and county schemes.
Chimera warned that closing the door on county-administered bursaries would lead to significant dropout rates, further undermining Kenya’s education system and threatening to reverse the country’s literacy progress.
With current budgets secured for this year, the senator cautioned that there is no guarantee that funding would continue in subsequent years, making it imperative to find a sustainable, long-term solution.
As a staunch supporter of devolution, Chimera has pledged to collaborate with the Council of Governors and the County Assemblies Forum to establish a legal framework that will anchor county bursaries within the law, ensuring their continuity.
He also noted that several other legislators are ready to back this initiative.
President William Ruto, a vocal proponent of the bursaries, has expressed support for the continuation of the funding.
Chimera emphasized that legislators must align with the president’s vision to ensure that bursaries remain a tool for enabling education, not for political maneuvering.
However, Chimera cautioned that the distribution of bursaries must never be used as a political tool to reward only those who support specific political agendas.
He called for a system where the focus remains solely on keeping children in school and improving the nation’s literacy rates rather than serving political interests.
