NAIROBI, Kenya — Immediate former Public Service Commission (PSC) Chairperson Ambassador Anthony Muchiri has formally handed over his Exit Report to President William Ruto, marking the conclusion of his tenure at the helm of the constitutional commission.
The handover took place at State House, Nairobi, on January 20, 2026, during a ceremony in which President Ruto hosted newly appointed ambassadors and high commissioners.
Amb. Muchiri, who has been appointed Kenya’s Ambassador to the Republic of Türkiye, was among the diplomats in attendance.
The Exit Report outlines Muchiri’s tenure at the PSC, detailing key achievements, lessons learned, and policy recommendations intended to guide the future of the public service and support his successor at the commission.
PSC Reforms and Institutional Changes
Appointed PSC Chairperson in December 2021, Muchiri presided over a period of administrative reform aimed at strengthening governance, professionalism, and efficiency within the public service.
Among the notable achievements cited in the report are the rollout and operationalisation of key human resource instruments, improved internship and strategic talent development pipelines, and enhanced vetting and compliance mechanisms focusing on qualifications and ethical standards.
The commission also accelerated the digitisation of recruitment, promotion, and performance management processes, a move aimed at improving transparency, reducing delays, and minimising opportunities for abuse within public sector hiring.
Under his leadership, the PSC intensified efforts to promote the values and principles of public service as enshrined under Article 232 of the Constitution, while strengthening multi-agency collaboration on performance management and accountability.
Strengthening Devolution and Intergovernmental Relations
Muchiri’s tenure also saw improved cooperation between the national government and counties, with the PSC strengthening working relationships with County Public Service Boards to harmonise standards and enhance intergovernmental coordination under the devolved system.
The reforms were aimed at professionalising public service across both levels of government, ensuring merit-based appointments and adherence to constitutional values.
Diplomatic Posting to Türkiye
Following his exit from the PSC, Amb. Muchiri is expected to take up his new diplomatic posting in Ankara, where Kenya has been expanding its bilateral engagement with Türkiye.
Kenya’s relations with Türkiye have increasingly focused on manufacturing, textiles, infrastructure development, defence cooperation, agriculture, and education exchanges, as Nairobi seeks to diversify trade and investment partnerships beyond traditional markets.
His appointment comes at a time when Kenya is positioning itself to deepen economic diplomacy and attract foreign investment aligned with its industrialisation and development agenda.
