National Assembly Invites Public Comments on Sexual Offences and Local Content Bills

NAIROBI, Kenya – The National Assembly of Kenya has opened public participation on two significant bills currently before Parliament: the Sexual Offences (Amendment) Bill, 2025, and the Local Content Bill, 2025.

The announcement, issued by the National Assembly, calls on members of the public, civil society organisations, professionals, and other stakeholders to review the Bills and submit written memoranda. 

Submissions can be sent to the Clerk of the National Assembly at P.O. Box 41842‑00100, Nairobi, or emailed to cna@parliament.go.ke by Friday, 27 February 2026 at 5:00 pm.

Strengthening Protection Against Sexual Violence

The Sexual Offences (Amendment) Bill aims to enhance Kenya’s legal framework for protecting women, girls, and other vulnerable groups from sexual and gender-based violence. 

Key proposals include measures to ensure formal judicial prosecution of sexual offences, effectively limiting out-of-court settlements, and strengthening victim protection and support services.

Lawmakers and advocacy groups have described the Bill as a critical step in safeguarding rights and improving enforcement mechanisms. 

Experts say that by closing loopholes in the existing legislation, the Bill seeks to deliver more consistent justice for victims across the country.

Promoting Local Content in Strategic Sectors

The Local Content Bill is designed to increase domestic participation in key sectors of the economy, particularly in industries such as energy, manufacturing, and infrastructure. The legislation encourages employment of Kenyan workers, utilisation of local suppliers, and retention of economic benefits within the country.

The Bill reflects a broader government effort to ensure that public and private sector investments deliver tangible benefits to Kenyan citizens while supporting economic growth.

Public Participation and Legislative Oversight

Kenya’s Constitution guarantees public participation in the legislative process, allowing citizens to contribute their views before bills are debated and enacted. 

Parliament has made full texts of the Bills available online, providing summaries and digests to help stakeholders understand their implications.

The National Assembly said public input would guide parliamentary committees in refining the legislation, addressing concerns, and ensuring the laws serve the public interest.

The deadline for submitting comments is 5:00 pm on Friday, 27 February 2026.
