NAIROBI, Kenya – Health Cabinet Secretary Aden Duale today presented a detailed update on Kenya’s health sector performance and strides towards Universal Health Coverage (UHC) during the 29th Ordinary Session of the Intergovernmental Budget and Economic Council (IBEC), chaired by Deputy President Kithure Kindiki.
CS Duale highlighted that the Social Health Authority (SHA Kenya) has successfully onboarded 29.4 million Kenyans, mobilising KES 142 billion under the country’s new health financing framework.
Under the National Equipment Service Programme (NESP), medical equipment valued at KES 6.18 billion has been installed in 126 health facilities nationwide.
CS Duale urged county governors to sign NESP addendums to unlock operational funding for maintenance, noting that this is crucial for strengthening specialised services at the grassroots.
The Health Ministry has also expanded maternal health support, with more than 900,000 beneficiaries accessing SHA-backed services.
Level 2 and Level 3 government and faith-based facilities have been assessed, and Sh2.04 billion has been earmarked to initiate and sustain free maternity services at these levels.

CS Duale highlighted the Teen Mothers Programme, which is supporting 48,273 vulnerable young mothers across the country.
He also updated the Council on the Public Officers Medical Scheme Fund (POMSF), launched on 1 December 2025 under SHA through the Mwalimu Cover.
The scheme provides a comprehensive, digitally enabled benefits package covering inpatient, outpatient, maternity, dental, optical, and emergency evacuation services for teachers and their dependents.
To accelerate service delivery and address operational challenges, CS Duale announced the deployment of joint Ministry of Health and SHA “County Clinics” teams to resolve claims and system issues at the county level.
The teams have already visited Kisii, Kisumu, Mombasa, Mandera, Embu, and Makueni counties.
Present at the session were Principal Secretary for Public Health and Professional Standards Mary Muthoni, and chief executives Mercy Mwangangi (SHA), Waqo Ejersa (KEMSA), and Anthony Lenayara (Digital Health Agency Kenya).
The update underscores Kenya’s commitment to strengthening healthcare delivery, expanding coverage, and leveraging digital systems to improve service efficiency for all citizens.
