EACC Arrests Two Mumias Hospital Officials for Demanding Bribe

NAIROBI, Kenya — The Ethics and Anti-Corruption Commission (EACC) has arrested two officials at Mumias Level 4 Hospital in Kakamega County on allegations of soliciting a bribe from a medical supplier to facilitate payment for goods already delivered.

In a statement issued Wednesday, the Commission confirmed the arrest of William Mmasava, a Supply Chain Officer, and Linet Kavaya, a Biomedical Engineer, for allegedly receiving a Ksh200,000 bribe.

The two were apprehended on Tuesday, May 21, during an EACC sting operation at the KCB Mumias branch, moments after allegedly collecting the illicit payment.

The arrest follows a complaint received by the Commission on May 16 from a supplier whose company had delivered an X-ray scanner worth Ksh1.4 million to the hospital.

According to EACC, the supplier had initially received a partial payment of Ksh500,000 on April 17, with the remaining Ksh900,000 to be paid in two installments.

However, the situation allegedly took a turn on May 8 when the hospital’s Medical Superintendent, Dr. Mohammed Munyendo, reportedly demanded a bribe of Ksh400,000 to authorize the release of the second payment worth Ksh650,000.

The demand was allegedly reiterated by Braxides Bunoro, an administrator at the hospital, during a meeting with the supplier the following day.

Although the hospital had already deposited the second installment into the supplier’s KCB account, the complainant was reportedly unable to access the funds due to continuous pressure from multiple officials, including Dr. Munyendo, Bunoro, Mmasava, and Kavaya.

All four are alleged to have insisted that a bribe must be paid before the funds would be made available.

The EACC operation culminated in the arrest of Mmasava and Kavaya shortly after they allegedly received the Ksh200,000 from the supplier.

The suspects were processed at EACC’s Western Regional Office in Bungoma before being detained at Bungoma Police Station, where they await further legal proceedings.

Investigations into the involvement of other hospital officials named in the bribery scheme are ongoing.

The Commission reiterated its commitment to tackling corruption at key service delivery points and urged Kenyans to report bribery and unethical conduct via its toll-free hotline or at any of its regional offices.

“This case is a reminder that corruption in healthcare robs not just the public purse but patients who rely on timely and honest service delivery,” the EACC said.

The arrests come amid a broader national crackdown on graft in public institutions, with procurement and health sectors being key focus areas.
