NAIROBI, Kenya — The Ethics and Anti-Corruption Commission (EACC) has formally recommended the suspension of Roy Sasaka Telewa, Chief Executive Officer of the National Government Affirmative Action Fund (NGAAF), pending investigations into allegations of corruption and unethical conduct.
A letter addressed to the Cabinet Secretary for Gender, Culture and Children Services, Hanna Cheptumo, and seen by Y News, confirms that the Commission is investigating Telewa for violations under Chapter Six of the Constitution of Kenya.
Telewa is also being investigated on offences under the Anti-Corruption and Economic Crimes Act, the Proceeds of Crimes and Anti-Money Laundering Act (POCAMLA), and the Public Procurement and Asset Disposal Act.
The allegations reportedly include possession of unexplained wealth, abuse of office, conflict of interest, and money laundering.
According to the letter, the EACC, acting under a court-issued warrant, conducted searches at Telewa’s residence and office on 8th January 2026, recovering several documents and information considered relevant to the investigation.
The Commission cited legal provisions that allow for suspension of public officers during investigations, including:
- Section 42(7) of the Leadership and Integrity Act, 2012, which allows for suspension of a state officer pending investigation where deemed necessary.
- Regulation 25 of the Leadership and Integrity Regulations, 2015, which allows suspension following an investigation recommendation.
- Section 36(6) of the Public Service Code of Conduct and Ethics, 2016, which allows a public officer to be suspended while an inquiry is ongoing.
The letter notes that an officer under suspension shall be on half pay pending investigation and determination of the allegations.
The EACC emphasized that the suspension is intended to ensure compliance with leadership and integrity standards while investigations are ongoing.
The Commission said it will update the Ministry and the public once the investigations are concluded.
