The re-registration process, which applies to vehicles previously owned by government institutions, parastatals, county governments and other government entities, is designed to ensure transparency and proper ownership transfer while maintaining road safety standards.
Key Requirements for Re-Registration
To begin the process, the buyer must obtain an authorization letter from the relevant Principal Secretary or the Department of Defence (for ex-military vehicles).
Applicants must also submit a set of documents including:
- Prescribed Application Form “A”, fully completed and signed
- GK number plates or retention letter from the disposing institution
- GK registration certificate (logbook) — if not available, a written explanation is required
- Application Form “C”, completed, signed, and stamped by both the disposing institution and buyer
- If purchased through auction, provide auction documents, including a valid auctioneer’s license, KRA PIN, and Certificate of Incorporation
- Copies of the buyer’s KRA PIN certificate and National ID
- Tape lift of chassis and engine numbers from the Directorate of Criminal Investigations (DCI)
- New entry form after paying duty (for vehicles whose duty has not yet been paid)
Ex-military vehicles do not require number plates or registration certificates.

The steps are as follows:
- Log in to the NTSA service portal
- Select the vehicle under Motor Vehicle Services
- Click Motor Vehicle Re-Registration
- Fill in the required information and click Next
- Verify entry and KRA PIN, then click Next
- Select number plate type and click Next
- Upload all required documents
- Click Declaration and submit
- Make payment for re-registration and inspection fees
- The buyer accepts or declines consent through notifications
- Choose number plate and logbook collection option and provide details of the authorized collector
- The seller receives a prompt to book the re-registration inspection
- The seller selects an inspection center and date
- After inspection, submit original physical documents for verification
- Wait for approval and number plate allocation
