NAIROBI, Kenya – Cabinet Secretary for Public Service, Performance, and Delivery Management Justin Muturi has expressed dissatisfaction with President William Ruto’s administration, accusing it of doublespeak.
Addressing the press on Sunday, January 2, 2025, at a Nairobi hotel, the former attorney general accused the ruling Kenya Kwanza administration of failing to live up to principles as agreed in the run-up to the 2022 general election.
“I joined the Kenya Kwanza coalition because the principles that they espoused were in tandem with the principles of the party I belong to, namely the Democratic Party,” CS Muturi said.
According to the CS, many of his friends and political colleagues at the time warned him about joining the coalition.
“But I was persuaded that we would be driven by the ideals that the coalition stated as a hustler nation to do the best for the people of Kenya,” the CS said.
CS Muturi disclosed that he had been quiet for some time, and many people had been asking him where the country was heading, so it was time to open up about the recent happenings.

He accused the ruling administration of failing to stop abductions and extrajudicial killings as promised on the campaign trail ahead of the 2022 polls.
“One of the things we had accused the past regimes of was the existence of disappearances and extrajudicial killings, and we vowed that we would never, under our watch, condone or allow such,” explained CS Muturi.

The CS regretted that today, there have been several abductions and, in some cases, unexplained deaths since the Gen Z revolts in June 2024.
“It is unfortunate, as most of the people being abducted are our youth, leaving the parents and other family members in a state of confusion and loss,” CS Muturi lashed at President Ruto’s administration.
Without mincing his words, CS Muturi opened up about how he had suffered as his son was abducted and disappeared.
“I was not sure whether he was alive or dead, making us anxious and leaving me, my wife, and my family in turmoil. It must be remembered that I was the attorney general of the Republic of Kenya at the time. Yet, I could not trace my son despite making several requests and demands to all levels of the security apparatus,” lamented CS Muturi.

Leslie was reportedly kidnapped from Nairobi’s Lavington area on a Saturday night and was later released, but the family has yet to receive any explanation for the ordeal.
“Now, more than six months after that ordeal and the release of my son by unknown forces, he has not been charged with any offence, and nobody has explained why he was abducted and held incommunicado,” added CS Muturi.
Hours after issuing the statement, the Directorate of Criminal Investigations (DCI) asked the CS to record a statement about his son’s abduction.
The DCI reaffirmed its commitment to resolving abduction cases nationwide amid mounting pressure from the public and government officials.

It further said that the alleged case of abduction involving CJ Muturi’s son is active before DCI Kilimani.
“Considering that only the son volunteered to record a statement, we wish to invite CS Muturi and any other person with information on the incident to record a statement with DCI Kilimani,” a statement from one John Marete on behalf of the DCI reads in part.
Meanwhile, a section of political leaders led by the Democratic Action Party (DAP-K) leader Eugine Wamalwa has urged CS Muturi to resign from government after he issued a ‘bold’ statement condemning the ongoing abductions in the country.

This is after CS Muturi called for the expeditious arrest of those involved in the abductions of young Kenyans in June 2024.

Meanwhile, CS Muturi said he was fully aware of the doctrine of collective responsibility.
“But since I am also a victim of the abductions and serving in this government, I have not gotten any answers. I have taken this unusual step so that the matter can be debated honestly and openly as a country to find a lasting solution to this issue, which, if left unchecked, can plunge the country into chaos and anarchy,” CS Muturi further said.
