NAIROBI, Kenya – President William Ruto has made sweeping changes to the leadership of several state health agencies, replacing key parastatal board chairpersons in a series of new appointments announced in a Gazette Notice dated July 25, 2025.
Among the most notable appointments is Dr Abbas Gullet, who has been named the Chairperson of the Kenyatta National Hospital (KNH) Board of Directors.
Gullet, the former Kenya Red Cross Secretary General, takes over from Dr Samier Muravvej, whose appointment was revoked.
However, Dr Muravvej has been redeployed to serve as the Non-Executive Chairperson of the National Syndemic Diseases Control Council, effective August 5, 2025, for a three-year term.
New Faces at Health Agencies
In a further shake-up of top health boards:
- Fredrick Namenya Were was appointed Chairperson of the Kenya Medical Practitioners and Dentists Council (KMPDC) for a three-year term, replacing Stanley Khainga.
- Paul Ndung’u Kariuki was appointed Non-Executive Chairperson of the Kenya National Public Health Institute, succeeding David Ndegwa Nyokabi, whose appointment was revoked.
The appointments were made under various statutes, including the State Corporations Act, the Interpretation and General Provisions Act, and sector-specific legal frameworks.

Separately, several Cabinet Secretaries also made appointments in their respective dockets:
Health Sector
- Dr Dabar Abdi Maalim was appointed by Health CS Aden Duale as the Non-Executive Chairperson of the Nursing Council of Kenya for a three-year term.
Sports
- Sports CS Salim Mvurya appointed Joseph Maina Njogu as a board member of the Anti-Doping Agency of Kenya.
Communications
- ICT and Digital Economy CS William Kabogo:
- Reappointed Joseph Maina Muiruri as Chairperson of the Media Council of Kenya.
- Reappointed Susan Karago, Timothy Wanyonyi Chetambe, and Tabitha Mutemi as Council Members for three years.
Education
- Education CS Julius Ogamba reappointed Cyrus Gituai as Chairperson of the Kenya Universities and Colleges Central Placement Service (KUCCPS).
Trade
- Trade CS Lee Kinyanjui reappointed Dorothy Chepkoech as a board member of the Export Processing Zones Authority (EPZA).
Public Service
- Public Service CS Geoffrey Ruku appointed Brynes Mbogo as a member of the National Youth Service (NYS) Council.
Water and Sanitation
- Water CS Eric Muuga reappointed:

as Board Members of the Water Resources Authority.
Agriculture
