NAIROBI, Kenya – Garissa Governor Nathif Jama Adan has appeared before the Ethics and Anti-Corruption Commission (EACC) after being summoned to record a statement in connection with a multi-billion-shilling corruption probe.
In a letter dated August 19, 2025, the anti-graft agency summoned Jama over alleged embezzlement of public funds and irregular recruitment of county employees between October 2022 and June 2024.
“The Commission is investigating allegations of embezzlement of public funds and irregular recruitment of employees by Garissa County Government from October 2022 to June 2024,” the EACC letter stated.
The probe centers on claims that the county government paid out Ksh.700 million in salaries to ghost workers, raising concerns over widespread payroll fraud.
Governor Jama is also facing scrutiny over alleged conflict of interest in the award of contracts worth Ksh.265 million to Takaful Insurance of Africa Ltd and Tina Gardens Hotel, companies reportedly linked to him.
Other tenders under investigation include:
- Ksh.188 million for a pavilion and masonry perimeter wall at Garissa Primary School, awarded to Jubalink Logistics and Transport Company.
- Ksh.110 million for the construction of a terminal wing at Garissa Airstrip, awarded to Remera Investments Limited.
The EACC said the governor was required to appear at Integrity Centre in Nairobi on August 25, 2025, for questioning.
The investigation marks one of the most high-profile corruption cases to touch Garissa County in recent years, coming amid growing public pressure on the anti-graft watchdog to act on alleged misuse of county funds.
