Education and Security Sectors Reap Big in the New Supplementary Budget

Nairobi, Kenya — President William Ruto has signed into law the Supplementary Appropriation Bill (National Assembly Bill No. 8 of 2025), unlocking billions of shillings in additional funding for key sectors, with education emerging as the biggest beneficiary.

The new law directs Sh18 billion to the Teachers Service Commission (TSC) to address critical funding gaps, including teacher promotions, insurance shortfalls, and personnel emoluments.

Universities will receive Sh16 billion, with Sh4.2 billion set aside for implementing the Universities Collective Bargaining Agreement (CBA).

In a move to strengthen technical education, Sh8 billion has been allocated to Technical and Vocational Education and Training (TVET) institutions, while the School Feeding Programme will receive Sh600 million, a boost expected to improve student attendance and performance, particularly in marginalized areas.

Speaking at State House, Nairobi, after signing the Bill into law, President Ruto emphasized the government’s commitment to education reforms.

“We have made available additional resources to facilitate ongoing reforms in the education sector. This funding will ensure a more robust and equitable education system for all Kenyan students,” he said.

The TVET allocation is expected to equip more young Kenyans with practical skills, aligning with the government’s push to create a skilled workforce for the modern job market.

More Funding for Health, Security, and Infrastructure

Beyond education, the Bill also directs substantial funding to other critical sectors:

  • Healthcare: Sh1.5 billion will go towards recapitalizing the Kenya Medical Supplies Authority (KEMSA), while Sh3 billion will be injected into the Primary Healthcare Fund to enhance access to essential medical services.
  • Security: The police service is set to receive Sh7.5 billion, with Sh5 billion earmarked for officer insurance coverage.
  • Agriculture: Sh6.6 billion has been allocated to the subsidized fertilizer programme to boost food production.
  • Infrastructure & Development: The Thwake Dam project will receive Sh1 billion, while Sh1.2 billion will go towards county aggregation and industrial parks to spur local economies.

Additionally, the Equalization Fund—intended to bridge regional development disparities—will receive Sh3.7 billion, while Sh370 million has been set aside for resettling landless families.

The government has also allocated Sh700 million to the New KCC for milk mop-up operations, aimed at stabilizing dairy prices.

President Ruto expressed optimism that these allocations would bolster economic growth and improve service delivery, particularly in the education and healthcare sectors.

“We are committed to expanding economic opportunities and fostering sustainable partnerships. These investments will go a long way in ensuring mutual prosperity for all Kenyans,” he added.

The Supplementary Budget, which was passed by the National Assembly on March 14, 2025, is part of the government’s broader strategy to plug funding gaps in critical sectors amid economic challenges.
