NAIROBI, Kenya – The government has embarked on a transformative journey to reshape its security landscape with the official launch of Jukwaa la Usalama, an inclusive national dialogue platform aimed at strengthening public trust and enhancing community engagement in security governance.
The inaugural Pwani Edition, held on April 8, 2025, in Mombasa, marks the first step in this national rollout.
The event, officiated by the Cabinet Secretary for Interior and National Administration, Kipchumba Murkomen, saw participation from local leaders, security officials, and community members.
The Jukwaa la Usalama initiative seeks to bridge the communication gap between government security institutions and the public by providing a formal space for citizens to express concerns and propose solutions.
This proactive model encourages local communities to play an active role in shaping national security policies, making it a vital tool for building trust between citizens and their leaders.

The dialogue-driven approach marks a significant departure from traditional top-down enforcement strategies, giving citizens an active role in shaping national security policies.
The aim of this approach is to empower local communities by providing them with a platform to voice concerns and contribute solutions.
It is designed to bridge the gap between the government and local communities, building trust, mutual accountability, and transparency.
With each edition of Jukwaa la Usalama tailored to regional concerns, the platform also ensures that security interventions are context-specific and more effective in addressing localized issues.
This approach aligns with the Kenya Kwanza administration’s broader objective of enhancing governance through greater citizen participation.
