NAIROBI, Kenya – The Nairobi City Water and Sewerage Company (NCWSC) has appointed Martin Nangole as its Acting Managing Director, replacing Eng. Nahashon Muguna, who retired after reaching the mandatory retirement age.
Nangole’s appointment, effective September 26, 2025, comes in the wake of a High Court ruling delivered on May 2 that blocked any extension of Muguna’s tenure beyond December this year.
In its decision, the court held that extending Muguna’s contract would be unlawful, stressing that there was no evidence he possessed unique or scarce expertise that would justify his continued stay at the helm.
“Following the resolution passed by the Board of Directors today, we are pleased to formally appoint you as the Acting Managing Director of Nairobi City Water & Sewerage Company Limited, effective from 26 September 2025,” Board Chair Arnold Karanja said in a letter confirming Nangole’s appointment.
The board noted that Nangole’s role will be interim and will remain in effect until a substantive recruitment process is concluded.
Muguna had served as NCWSC Managing Director since 2019, overseeing key reforms in water distribution and sewerage infrastructure across the capital.
His exit marks the beginning of a leadership transition at the utility provider, which is tasked with supplying water to more than 4.3 million Nairobi residents.
