Trailblazing Police Pilot Eunice Dobby Honoured on International Women’s Day

NAIROBI, Kenya — Kenya’s police leadership has spotlighted the remarkable career of Dr. Eunice A.J. Dobby, celebrating her journey from police constable to aviation commander and regional security diplomat as the country marked International Women’s Day.

In a statement released Saturday, the National Police Service (Kenya) described Dobby as a trailblazer whose career reflects discipline, continuous learning, and dedication to public service.

Her professional journey began in 1999 when she joined the police service as a constable. Over the years, she rose through the ranks to become a Commissioner of Police.

During that time, she broke a major barrier by becoming Kenya’s first fully rated female police pilot. Serving within the National Police Airwing, Dobby flew missions that supported security operations across the country, including search and rescue deployments, casualty evacuations, aerial reconnaissance, and counterterrorism support.

Police officials said such missions often required rapid deployment to remote or high-risk locations, placing aviation crews at the centre of emergency response and national security operations.

“She commanded aircraft in operations that demanded precision, courage, and sound judgment,” the police service said in the statement.

Dobby received professional aviation training at the Oxford School of Aviation in the United States and earned certification from the Federal Aviation Administration and the Kenya Civil Aviation Authority.

Her operational experience later saw her rise to senior leadership roles within the Airwing, including serving as Chief Pilot and Deputy Commandant. In these positions, she helped coordinate aerial support for law enforcement agencies during national emergencies and major security operations.

Beyond aviation, Dobby has pursued an extensive academic path while serving in uniform. She holds a Bachelor of Commerce in Human Resources, a Master of Business Administration in Strategic Management, and a Master’s degree in International Relations and Diplomacy.

She is also a graduate of the National Defence College (Kenya), one of the country’s highest-level institutions for strategic security and leadership training.

Her academic journey culminated in a Doctor of Philosophy (PhD) in Social Transformation, Security, and Sustainable Peace. Her doctoral research explored how technology can strengthen airborne policing and improve crime prevention.

Among the proposals examined in her research are the integration of CCTV surveillance along major highways, drone-supported monitoring, and helicopter patrols during peak travel periods and large public gatherings.

The study also highlights the use of advanced technologies such as facial recognition and geofencing to enhance rapid response capabilities in modern policing.

Today, Dobby serves in a regional leadership role at the Regional Centre on Small Arms and Light Weapons (RECSA), where she is Director of Administration and Finance as well as Gender Focal Point.

The Nairobi-based organisation coordinates efforts among African states to curb the illicit proliferation of small arms and light weapons and to strengthen peace and security frameworks.

Alongside her administrative duties, she also contributes to academic training by lecturing on diplomacy related to arms control, terrorism, and counterterrorism strategies.

Beyond her professional accomplishments, the police service noted that Dobby is also a mother of five, including twins, highlighting the personal resilience often required to balance demanding public service roles with family responsibilities.
