ICT Sector Consultative Forum Advances Kenya’s Digital Transformation Agenda

MOMBASA, Kenya — Kenya has taken a significant step towards accelerating its digital transformation following the ICT Sector Consultative Forum held in Mombasa, bringing together national and county governments to address long-standing bottlenecks in the sector.

The forum was co-chaired by the Cabinet Secretary for Information, Communications, and the Digital Economy, William Kabogo, and the Governor of Elgeyo Marakwet County, Wisley Rotich, who also chairs the ICT Committee under the Council of Governors.

Speaking at the forum, ICT Principal Secretary Eng. John Kipchumba Tanui said the meeting was aimed at strengthening collaboration between national and county governments to unlock investment and fast-track implementation of Kenya’s digital agenda.

The discussions focused on key challenges affecting the sector, including wayleave approvals, harmonisation of levies on digital infrastructure, and the classification of ICT infrastructure as critical national assets. 

Other priority areas included expanding internet connectivity, opportunities and risks associated with artificial intelligence, equipping digital hubs, enhancing digital skills among youth, and strengthening cybersecurity.

Senior government officials in attendance included the Principal Secretary for Devolution Michael Lenasalon, Chair of the Intergovernmental Relations Technical Committee CPA Kithinji Kiragu, Council of Governors Director Kizito Wangalwa, Secretary for ICT Administration Jonam Kinama, and Kisumu Deputy Governor Dr Mathew Ochieng’ Owili, alongside other national and county stakeholders.

The forum culminated in the signing of resolutions between CS Kabogo and Governor Rotich, formalising commitments by county governments to implement agreed actions under the Kenya National Digital Master Plan.

Officials said the outcomes of the forum are expected to create a more coordinated, secure and investor-friendly digital ecosystem, positioning Kenya to deliver tangible benefits to citizens, businesses and communities across the country.
