NAIROBI, Kenya — President William Ruto and several Cabinet Secretaries have made a raft of new appointments through gazette notices, signaling fresh efforts to streamline operations across key government agencies and statutory bodies.
In a notice published on Thursday, President Ruto appointed Charles Mahinda as the Non-Executive Chairperson of the Competition Authority of Kenya (CAK) Board of Directors for a three-year term, effective December 11, 2025.
Mahinda, who previously served as a senior technical advisor at the Ministry of Agriculture, replaces Shaka Kariuki, whose term has ended.
In another appointment at the national level, Loice Jepkemboi Kipkorir was named a member of the Nairobi Rivers Commission for a three-year term starting December 11, 2025.
Kipkorir is an environmental consultant and climate change specialist, and currently serves as chairperson of the National Environment Management Authority (NEMA) Environmental Management, Conservation, and Technical Committee.
Changes were also announced in the defence sector, where Defence Cabinet Secretary Soipan Tuya appointed Colonel Richard Mbuva to the Kenya Defence Forces Pension Appeals Committee. His appointment will run for three years beginning December 11, 2025.
In the water sector, Water, Sanitation, and Irrigation Cabinet Secretary Eric Mugaa appointed Lorna Timanoi Nkowua as a member of the Central Rift Valley Water Works Development Agency for a three-year term. Nkowua replaces Letulala ole Masikonde, whose term has lapsed.
The education docket also saw key changes, with Education Cabinet Secretary Julius Ogamba appointing James Mugambi Kimathi as Chairperson of the Mitunguu National Polytechnic Council for three years. Ogamba further named Benjamin Okumu Okullu, Susan Mwebia, Stephen Rukaria, Edward Omoti, and Joan Gituma as members of the council for similar terms.
Meanwhile, Lands, Public Works, Housing and Urban Development Cabinet Secretary Alice Wahome constituted several committees tasked with delineating boundaries for proposed and existing municipalities across the country.
In Embu County, Wahome appointed Irene Kyatu of the Independent Electoral and Boundaries Commission (IEBC) to chair the committee for the proposed Siakago Municipality. In Turkana County, Mathew Thiga, also of IEBC, was appointed to chair the committee defining the boundaries of Lodwar and Kakuma municipalities, with Solomon Ambwere named as secretary.
Wahome also established a committee to oversee the delineation of boundaries for multiple urban areas in Wajir County, including Bute, Habaswein, Hadado, Eldas, Tarbaj, Khorof Harar, and Griftu.
The appointments take effect immediately and form part of the government’s broader effort to strengthen institutional leadership, improve service delivery, and support urban development, competition regulation, environmental governance, and public sector management.
