Speaking at the 11th National and County Governments Coordinating Summit at State House on Monday, Ruto said the process will culminate in the gazettement of already agreed-upon functions this week.
He directed the Attorney General to oversee the legal formalities while consultations continue for unresolved functions.
“We will complete the transfer of all devolved functions to county governments without delays,” Ruto said. “By this Friday, functions already agreed upon will be gazetted and transferred to counties. For the remaining ones, extensive consultations are ongoing between the two levels of government through the IGRTC programmes to get things moving.”
The President also tasked the Intergovernmental Relations Technical Committee (IGRTC) with taking the next critical step: identifying and transferring budgets and related resources tied to the devolved functions starting in the next fiscal year.
“I am pleased to report that the IGRTC has finalized the unbundling, delineation, and transfer of functions in line with our directive from last year’s summit,” Ruto noted. “I now direct the committee to systematically transfer budgetary and other resources tied to these functions.”
Ruto’s announcement follows resolutions from last Friday’s 25th Intergovernmental Budget and Economic Council (IBEC) meeting, chaired by Deputy President Kithure Kindiki.
IBEC urged the immediate gazettement of all agreed-upon functions and accelerated consultations on pending ones.
The council also emphasized the importance of facilitating the inspection, valuation, and transfer of county assets, including land and buildings inherited from the national government.
The State Department of Lands has been directed to expedite the valuation process.
