NAIROBI, Kenya – Seasoned public servant Dr. Peter Mbae has formally resigned as Head of Government Delivery Services (GDS).
Dr. Mbae, a former MCA for Kabazi Ward in Nakuru County, replaced Agnes Odhiambo, whose reason for stepping down is still unknown.
In a letter dated January 9, 2025, and copied to the Chief of Staff and Head of Public Service, Felix Koskei, Dr. Mbae cited unresolved issues that hindered his ability to carry out his duties effectively.
“Despite my passion, focus, and consistency, for reasons and issues that I have consistently brought to your attention and have not been resolved to date, it has not been possible to carry out my duties as intended, and my position as Head of Government Delivery Services is no longer tenable,” the letter seen by Y News reads in part.
Dr. Mbae requested to formally disengage from his appointment to pursue other interests, urging that he wanted to be accountable to the people of Kenya because the appointment was widely circulated.
“I thank you for the opportunity and trust you bestowed on me to serve the public service,” the letter further reads.

Dr. Mbae recalled his journey through public service, saying that he was appointed by the Public Service Commission as Secretary of Investments Promotion, effective January 2023, in the Office of Cabinet Secretary in the Ministry of Investments, Trade, and Industry (MITI), where he also served as Head of the Ministerial Delivery Unit.
“I was later appointed as Head of Ministerial Programmes in the Office of the Cabinet Secretary in the Ministry of Public Service, Performance and Delivery Management effective October 2023,” Dr. Mbae narrated.

In June 2024, Dr. Mbae, a leadership and governance consultant, was appointed head of GDS to oversee the implementation of government programmes and projects across ministries, departments, and agencies.
“In all these positions, I served diligently with utmost commitment and sacrifice, driven solely by the genuine desire to achieve sustainable transformation in the lives of citizens in line with the Kenya Kwanza government manifesto,” he explained.
What is the role of the Government Delivery Services
Y News understands that Government Delivery Services is a centre of government function based in the State Department for Performance and Delivery Management within the Office of the Prime Cabinet Secretary Musalia Mudavadi.
Its primary responsibilities include improving the coordination of national government flagship programs by monitoring, evaluating, and reporting on the timely fulfillment of key development priorities, programmes, and projects.
It also carries out independent verification to determine the true status of government projects in implementation in all regions and counties in Kenya.
