Gov’t Redraws Nairobi’s Administrative Map, Establishes Three Sub-Regions

NAIROBI, Kenya — Interior Cabinet Secretary Kipchumba Murkomen has unveiled sweeping administrative changes in Nairobi, dividing the capital into three new sub-regions in a major restructuring aimed at boosting service delivery, security coordination, and public engagement.

In a statement issued on Thursday, November 13, Murkomen said the creation of the Nairobi North, Nairobi East, and Nairobi West Service Delivery Coordination Units is part of the government’s broader plan to decentralise operations in line with concerns raised during the recent Jukwaa La Usalama public forums.

“We promised to restructure and reinvigorate the National Administration to serve the people of Kenya better. We are committed to bringing services closer to wananchi through deliberate decentralisation and efficiency enhancement,” the CS said.

A Kenya Gazette Notice dated November 11, 2025, outlines the specific sub-counties to be overseen by the new administrative blocs:

  • Nairobi North Sub-Region: Roysambu, Ruaraka, Kasarani, Kamukunji, Mathare
  • Nairobi West Sub-Region (HQ: Langata): Langata, Kibra, Dagoretti North, Dagoretti South, Westlands
  • Nairobi East Sub-Region (HQ: Embakasi Central): Embakasi East, Embakasi West, Embakasi North, Embakasi South, Embakasi Central, Njiru, Makadara

Each sub-region will be led by an officer at the rank of County Commissioner, reporting directly to the Nairobi Regional Commissioner.

Murkomen announced three top appointments to steer the new units:

  • Rose Wanjiru Chege – County Commissioner, Nairobi West
  • Patrick Simiyu Werre – County Commissioner, Nairobi East
  • Simon Odhiambo Osumba – County Commissioner, Nairobi North

The CS noted that the restructuring is critical to managing Nairobi’s rapidly growing population, now estimated at over five million people, making the city the largest and most complex urban centre in the country.

The Interior Ministry also announced major changes affecting County Commissioners across Kenya:

  • Joseph Mwangi Wamuti – Posted to Tana River
  • Linda Adhiambo Okola – Posted to Taita Taveta
  • David Ntawuasa Saruni – Assigned to West Pokot
  • Michael K. Yator – Posted to Kajiado
  • Jeremiah Mwai Gicheru – Assigned to Kericho
  • Peter Mwangi Maina – Posted to Vihiga

Additionally, several serving County Commissioners have been transferred to new locations based on performance, regional needs, and feedback received during nationwide public security forums.

Murkomen stressed that all appointments and transfers take effect immediately, signalling the government’s urgency to address service delivery challenges, strengthen national administration, and respond to the security concerns raised by Nairobi residents.

The Ministry says the restructuring will improve coordination across critical sectors such as policing, disaster response, licensing services, and community engagement — with the long-term goal of creating a more efficient and citizen-focused public administration system.
