DIG Masengeli Condoles Family of Slain Chief, Assures Hulugho of Enhanced Security

HULUGHO, Kenya — The Deputy Inspector-General of the Administration Police Service (APS), Gilbert Masengeli, on Tuesday led a high-level security visit to Hulugho Township in Garissa County, following the killing of a local chief and a primary school teacher in a rare and shocking attack.

Masengeli represented Inspector-General of Police Douglas Kanja as he condoled with the family of Boma Location Chief Abdifatah Ghani, who was shot dead alongside Hulugho Primary School teacher Peter Musili in the early hours of Monday morning.

The DIG also met teachers and pupils at Hulugho Primary School, where he conveyed condolences to the education fraternity over the killing of the teacher, describing the murders as senseless and deeply disturbing.

In a message delivered on behalf of the Inspector-General, Masengeli assured residents that multi-agency security teams had been deployed and were actively pursuing the perpetrators behind the attack.

“The National Police Service is committed to ensuring that those responsible for these heinous crimes are arrested and brought to justice,” the message read.

Masengeli noted that such an incident had not previously occurred in the township and urged residents to work closely with security agencies by sharing intelligence to help restore calm and prevent further attacks.

During the visit, the DIG also paid a courtesy call on the widow of the slain chief, Aftina Shalle Wabi, conveying condolences from the National Police Service and the national government. Chief Ghani was laid to rest on Monday in accordance with Islamic rites.

Later, Masengeli held a closed-door briefing with officers drawn from formed-up units and Forward Operating Bases (FOBs) operating in the area. Security commanders presented updates on ongoing operations and strategies aimed at strengthening safety within Hulugho and along nearby border areas.

He directed officers to adopt a more proactive posture in day-to-day policing, calling for heightened vigilance and a robust response to emerging security threats.

“I expect a stronger focus on security within the township and the surrounding border regions,” Masengeli told officers.

He was accompanied by General Service Unit (GSU) Commandant Ranson Lolmodooni, Director of Corporate Communications Muchiri Nyaga, as well as senior officials from the Teachers Service Commission, including Director of Administration Ibrahim Mumin and Director of Staffing Antonina Lentoijoni.
