NAIROBI, Kenya- The Kenya Roads Board (KRB) has appointed Judith Kerich Otsyula as its new Director General, marking a significant milestone in the leadership of Kenya’s road infrastructure sector.
This appointment, effective 18th February 2026, follows a competitive recruitment process conducted by the Board of Directors, the authority announced in a statement released on Wednesday.
A Historic Appointment
Otsyula brings over two decades of experience in transport and infrastructure development, with a strong background in strategic programme management and institutional governance.
Her leadership record spans major infrastructure initiatives and public sector institutional strengthening.
Her selection is historic: she is the first woman to be appointed Director General in the road subsector, a milestone for gender inclusivity in a field traditionally dominated by male executives.
Mandate and Responsibilities
As Director General, Otsyula will be responsible for the overall management and strategic direction of the Kenya Roads Board. Her key duties will include:
- Oversight of the Road Maintenance Levy Fund (RMLF) and the KRB Fund, ensuring resources are allocated efficiently for maintenance, rehabilitation, and development of public roads.
- Implementation of the Board’s Strategic Plan, and providing policy advice to the Cabinet Secretary for Roads on infrastructure development and regulatory matters.
- Leadership of the Annual Public Roads Programme (APRP), including monitoring, evaluation, and accountability measures to ensure value for money.
Board’s Confidence in Leadership
KRB Chairperson Aisha Jumwa Katana expressed full confidence in Otsyula’s vision and leadership capabilities, stating that her tenure will continue to strengthen the Board’s institutional performance and enhance sustainable road financing and development across Kenya.
Otsyula’s appointment comes amid broader leadership changes within Kenya’s road agencies.
In a separate move, Jackson Karubiu Magondu was appointed Director General of the Kenya Rural Roads Authority (KeRRA), while other agencies are also undergoing leadership transitions in line with sector reforms.
