President Ruto Nominates Francis Meja as PSC Chairperson

NAIROBI, Kenya — President William Ruto has nominated Francis Meja to serve as the next Chairperson of the Public Service Commission (PSC), a key constitutional body responsible for overseeing public service appointments and management.

The nomination was announced on Wednesday and forwarded to the National Assembly for vetting and approval.

Meja is currently a member of the Public Service Commission, having been appointed to the commission in January 2025.

If approved by Parliament, he will take over the leadership of the PSC, which plays a central role in recruitment, disciplinary control, and reforms across Kenya’s public service.

Prior to his service on the PSC, Meja held several senior leadership positions in both the public and private sectors.

He is widely known for his tenure as the Director‑General of the National Transport and Safety Authority (NTSA), where he led initiatives to strengthen transport systems and modernise services.

In a statement announcing the nomination, Felix Koskei, Chief of Staff and Head of the Public Service, said the President’s decision was made in line with constitutional provisions governing state appointments.

The nomination will now be considered by parliamentary committees before final approval.

The PSC chairperson position became vacant following the end of the tenure of the previous chairperson, Ambassador Anthony Muchiri, whose term concluded in late 2025.

During his tenure, the commission implemented reforms aimed at modernising the public service and enhancing efficiency.

As PSC chair, Meja would oversee the commission’s mandate to recruit and manage civil servants, uphold merit and integrity in public service, and ensure adherence to constitutional principles in all staffing decisions.

The National Assembly’s approval process will determine whether he assumes the role officially.
