NAIROBI, Kenya- The Ethics and Anti-Corruption Commission (EACC) has arrested three people in connection with investigations into an alleged conflict-of-interest case involving Sh92.06 million in payments made by the Turkana County Government to two companies.
The commission said the suspects were arrested on Wednesday, August 26, 2026, following investigations into allegations of conflict of interest, unlawful acquisition of public property, money laundering and dealing with proceeds of crime.
The three arrested are Betty Emathe Asimit, a Senior Assistant Community Health Officer with the Turkana County Government; Moses Long’ole Apua, a director of Apuco Holdings Group Limited; and Chosi Nick Nakucho, an employee of Mary’s Meals Kenya.
According to the EACC, investigations established that Apuco Holdings Group Limited and Natiltila Company Limited received a combined Sh92,058,890.30 from the Turkana County Government between the 2013/2014 and 2024/2025 financial years.
County official linked to Sh62 million payments
The commission said one inquiry established that Peter Long’ole Apua, a Principal Finance Officer and Principal Accountant at the Turkana County Government, was a signatory to Apuco Holdings Group Limited’s bank account.
EACC further said Apua participated in the processing and validation of payments to the company, which received Sh62,047,757.30 from the county government.
In a separate inquiry, the commission said Lilian Akiru Louruka, an employee of the Turkana County Government and director of Natiltila Company Limited, used the company to secure five county contracts worth Sh30,011,133.
The anti-corruption agency said money paid to the two companies was subsequently withdrawn in cash in transactions it suspects were intended to conceal the movement and ultimate beneficiaries of the funds.
DPP approves prosecution of eight
EACC said it completed its investigations and forwarded the inquiry file to the Director of Public Prosecutions (DPP), who approved the prosecution of eight public officials, companies and company directors.
The suspects face charges relating to conflict of interest, unlawful acquisition of public property, money laundering and dealing with proceeds of crime.
The three people arrested on Wednesday are expected to be arraigned before the Anti-Corruption Court in Eldoret on Thursday, August 27, 2026.
EACC has also directed five other suspects to surrender to its North Rift Regional Office in Eldoret or the nearest EACC office for processing.
They are Peter Long’ole Apua, Christopher Imuron Apua, Nicholas Lotit Korobe, Julius Ayapan Adir and Lilian Akiru Louruka.
The commission said it will pursue not only criminal proceedings but also the recovery and forfeiture of public funds and assets found to have been acquired through corrupt conduct or other unlawful means.
EACC said the arrests form part of its mandate to protect public resources and hold public officers accountable where their positions are allegedly used for private benefit.
